Image Annotate allows users to attach notes or user references to areas of a picture. This is what Flickr and Facebook already do. Options: Add a review
The module doesn't work. It requires a few steps - in end of which it's supposed to be a display field widget, but it doesn't appear. A lot of other users complain about the same thing. Hopefully it'll be fixed in the next version.
As for usability - since it's in the display widget, it can't work well with ImageCache, since then it's either the ImageCache preset or image annotation.
